This Sniper Scope post process shader has been created in Unreal Engine 4. The shader is interactive through exposed material parameters, which allow the developer to modify various properties.
Parameters:

Blur Amount: Controls the amount of blur applied outside the scope while aiming

Distor Amount: Controls the amount of the scope’s distortion around the inner border.

Distor Size: Controls the size of the scope distorsion, if the size of the scope changes.

Texture Tiling: Controls the tilling of the texture to make it fit to scope.

Zoom: Allows the user to apply a realistic zoom of the scope, to make it more clear the camera should move as in other games

Texture: Allows the user to change the aiming texture of the scope.
