This Drunk post process shader has been created in Unreal Engine 4. The shader is interactive through exposed material parameters, which allow the developer to modify various properties.
Parameters:

Balance Mov: Controls the speed at which the screen balances from the upper left corner.

Chromatic Offset:Allows the user to change the amount of the chromatic aberration.

Chromatic Speed: Allows the user to change the speed of the chromatic aberration.

Strength: Controls the general amount of movement of the balance and trembling.

Trembling Speed X: Controls the speed at which the screen trembles horizontally.

Trembling Speed Y: Controls the speed at which the screen trembles vertically.
